The General Office of the State Council recently issued the "Notice on Creating a National Demonstration Zone for "Made in China 2025"", stating that through the creation of a demonstration zone, local governments are encouraged and supported to explore new paths and models for the transformation and upgrading of the real economy, especially the manufacturing industry. my country will also provide policy support to the demonstration zone in terms of industrial support and innovation support. Xin Guobin, deputy minister of the Ministry of Industry and Information Technology, said that this move will be more conducive to the development of the manufacturing industry, create a good market environment, and have innovative significance and demonstration effects.
The "Notice" clarified that municipal districts, sub-provincial-level cities, and prefecture-level cities can apply for the creation of demonstration zones, and cities with similar distances and high industrial relevance can jointly apply for the creation of demonstration zones. “In the requirements for the creation of the demonstration zone, it is specifically proposed to adhere to one district, one case, and differentiated development. This will encourage and guide all regions to accelerate the construction of a new manufacturing system with their own characteristics and advantages, achieve precise force, and avoid rushing." Said Li Beiguang, deputy director of the Planning Department of the Ministry of Industry and Information Technology.
In terms of policy support for the demonstration zone, the "Notice" proposes that the relevant departments of the State Council should reform the market access system, finance, taxation and finance, land supply, talent training, etc. that have been implemented in the national independent innovation demonstration zone and other regions. The relevant policies are extended to the demonstration area. The various policies and measures formulated and implemented in the demonstration zone shall be treated equally to all types of enterprises.

"For example, make overall plans to make good use of various government funds and industrial funds, accelerate the implementation of inclusive financial services, pilot projects to promote the conversion of old commercial facilities, storage facilities, and idle buildings into entrepreneurial incubation bases, and implement policies such as equity incentives and talent incentives. All of them have put forward practical solutions to the current problems of high manufacturing costs and financing difficulties."
Xin Guobin said that the Ministry of Industry and Information Technology will also study and formulate targeted implementation plans based on the comparative advantages of various regions, and will pay more attention to improving services and continuously improving the quality and level of system supply.
